Tales of the Cheesy Dragons
Cetheir is technically a monarchy. The current ruler is Queen Elspeth; she’s been on the throne less than a decade, ever since her mother (Queen Lienna) passed away. The official word is that Lienna died of complications from a particularly terrible strain of flu that swept through Varstone that year, but there are those who whisper about conspiracy and murder. The whisperers are usually the sort of people who imagine conspiracies wherever they go, however, so no one seems to pay them much mind.
Queen Elspeth is the leader of the Council of Elders, which is the actual ruling body of Cetheir. The name “Council of Elders” is a hold-over from many generations past; age is not a factor in who sits on the Council. Instead, the Council is generally made up of:
- The reigning monarch
- A representative from the noble families of each major city in Cetheir (Cairwych Bay, Estford, Farniga, Habryg, Atbury). The monarch serves as the representative from Varstone.
- A representative from the Free City of Comhan Vella; usually a merchant, or someone politely referred to as a merchant in most company.
- Three representatives chosen from the farming communities all around Cetheir. These are the most controversial members, for the most part, because there exists no formalized selection process in the farming communities themselves. Once a year, the Queen entertains applications from those wishing to be a part of the Council, and chooses whether or not to replace any of the current Council members. (She rarely does.)
